Mr. Ganga Singh was sworn in as Minister of Human Development, Youth and Culture on December 22, 2000.  In this capacity, Mr. Singh is responsible for the Teachers' Training Colleges and Teacher Training, Health Care Training, Nurses Training (including Dental), Scholarships and Further Training, Distance Learning and the Public Service Learning Centre.  He is also responsible for the National Accreditation System, the National Apprenticeship Systems, the National Skills Development Programme, Science and Technology Policy Formulation, Technical Co-operation (Training and Retraining) and Technical/Vocational Education.

 

            Additionally, Mr. Singh is responsible for Trade Schools, Youth Camps, Youth Groups and Youth Training and Development as well as Carnival, Steelbands, Creative Arts, Culture, Cultural Organisations and National Days and Festivals.

 

            Also falling under the purview of Mr. Singh are the Board of Industrial Training, Cipriani College of Labour and Co-operatives and the College of Science, Technology and Applied Arts (COSTATT), the Hugh Wooding Law School, YTEPP, the National Carnival Commission, the National Commission, the National Energy Skills Center (NESC), and the National Library and Information Systems Authority (NALIS).

 

Mr. Singh was born on October 5, 1957, is an Attorney-at-Law and holds LLB and LLM degrees from the University of the West Indies and University of Boston respectively, and a Legal Education Certificate from the Hugh Wooding Law School.  Mr. Singh served as Minister of Public Utilities previously during the period 1995 to 2000 and represents the constituency of Caroni East in the House of Representatives.

 

            Mr. Singh is married and has two daughters.  He lists reading, cricket and golf as his recreational activities.
