Mr.
Carlos John was sworn in as Minister
of Infrastructure Development and Local Government on December 22,
2000. Mr. John is therefore responsible for Roads
and Highways, Bridges, Drainage/Irrigation, Garbage Collection and Disposal,
Government Buildings, Parks and Recreation Grounds and Property and Real Estate
Management Services. He is also responsible
for Life Guard Services as well as Weights and Measures.
Also falling under the purview of Mr. John would be all Municipal and Other Local Government Bodies, the Water and Sewerage Authority (WASA) and Association of Local Government Authorities.
Mr. John has spent most of his professional career in banking, having held various managerial positions at the Bank of Nova Scotia, the last being the Bank's Comptroller and Chief Accountant. He completed senior executive management courses at the Bank's International Training Campus at the University of Western Ontario, Canada and was also attached to the Bank of Nova Scotia, Canada for two years. Mr. John joined CLICO in 1985 as manager, Mortgages and Investment and in 1992 was appointed Executive Manager, Administration. In 1996, was appointed Assistant to the Executive Chairman of CL Financial Ltd. In 1998 Mr. John was appointed Chairman of the Port Authority of Trinidad and Tobago. He was instrumental in establishing the new Tourism Development Authority and was appointed by Cabinet in 1998 to chair the Committee for the New Scarborough Deep Water Harbour. He also chaired the Committee for hosting of Miss Universe Pageant in Trinidad as well as for the planning of 1999 World Conference on Carnival. In 1999, Mr. John was appointed Deputy Chairman of National Tourism Steering Committee, joined the Board of Directors of BWIA and was elevated to the Board of Directors of CL Financial Ltd, CLICO and Rubber and Chemicals Co. Ltd.
Mr. John entered politics in May 2000 and was sworn in as Senator and Minister in the Ministry of Works and Transport on May 24, 2000 and subsequently on June 6, also assumed the position of Minister in the Ministry of Local Government. He became Ministry of Local Government and Minister in the Ministry of works and Transport on October 12, 2000. He is the Parliamentary representative for St Joseph.
Mr. John is married and is the father of two children. He walks to stay healthy and reads voraciously. He is involved in community work and currently sits on the Board of FEEL.
