PHYSICAL EDUCATION AND SPORT
To increase the level of participation as well as the quality of training in sport and physical recreation among the citizenry and provide social education for young people between 15-25 years.
OBJECTIVES OF THE DIVISION OF PHYSICAL EDUCATION AND SPORT:
NATIONAL SPORT COACHING AND TRAINING PROGRAMME
S.T.E.P. (SPORT TRAINING ENHANCEMENT PROGRAMME)
This is essentially a talent identification programme. It targets young people 8 - 14 years in districts throughout the country and promotes early development of general motor sport and social skills. Participation is broadbased and geared to fun and enjoyment.
COACH EDUCATION
The Coach Education courses are designed to expose coaches to modern scientific principles, methods and practices in coaching, thus enabling them to upgrade their technical knowledge and coaching ability.
The course is presented in three parts: theory, practical and coaching practice.
Candidates are certified by the Ministry of Sport and Youth Affairs on the satisfactory completion of the requirements for the course.
There are two types of certification: (I) A certificate of participation which is awarded to candidates who do not fulfill all the requirements of the course, (ii) A proficiency certificate which is awarded to participants who have successfully completed all the requirements.
PHYSICAL RECREATION AND SPORT LEADERSHIP COURSE:
This course designed for would-be coaches and sport leaders, focuses on introducing participants to issues related to working with and planning sporting activities for children. It is a non-examinable course that comprises of a theory and practical component.
Candidates receive certificates of participation on completion of the programme that is conducted at the district level.
DISTRICT COACHING
The Division offers coaching throughout the country in a variety of sporting disciplines. Trained full-time or part-time coaches conduct the sessions.
Sessions are normally held at centralised catchment centres once weekly and are of two-hour duration. A regular programme comprises of ten (10) such sessions.
At these sessions emphasis is placed on skill development as well as personality enhancement.
SCHOOLS' COACHING
The Ministry's full-time and part-time coaches enhance the Physical Education Programme in schools by providing specialized coaching to selected children or by introducing a new sport to the schools' programme. Schools may request coaching by contacting District Officers or the Head Office of the Ministry of Sport and Youth Affairs.
The Programme focuses on laying the foundation for further development in selected sporting disciplines as well as placing attention on the development/enhancement of social skills.
RURAL DISTRICT COACHING CARAVAN
This programme which is mainly conducted on weekends seeks to promote training for athletes and sport administrators in rural districts. The programmes are conducted on a partnership approach with the district providing accommodation and the Ministry conducting coaching and sport education sessions, in addition to any other related technical assistance that may be required.
DISTRICT/REGIONAL CENTRES FOR FURTHER TRAINING
The Centres for Further Training Programme target those athletes from the district or schools' coaching programmes who have displayed the potential to move on to excellence.
These centres form part of the pool from which participants are selected for sport school.

SWIMMING PROGRAMMES
The Ministry operates four (4) Swimming Pools at Couva, Chaguaramas, Diego martin and Sangre Grande which offer a range of programmes: -
SPORT SCHOOL
Sport School is an annual residential programme that focuses on the further training of talented young athletes. Additionally it seeks to promote the psycho-social development of the participants. The long-term goal is to assist in producing a large cadre of skilled athletes who, besides being able to take their place at club, district or national levels, would be leaders in their districts as well as the country at large.
ASSISTANCE TO NATIONAL SPORTING ORGANIZATIONS
In its effort to promote the development of Sporting Programmes throughout the country the ministry makes provision within its annual budget for the granting of funds to National Sporting Organizations. These grants are provided for Organizations based on established criteria. The grants cover up to 50% in the case of approved local and overseas projects and up to 100% in the case of approved coaching programmes.
Assistance provided in this way is intended to augment the funds raised by the National Sporting Organizations themselves rather than to provide them with full funding for all their activities. Grants are only to be utilized for the purpose for which they were allocated.
The Ministry also provides technical assistance to National Sporting Organizations for conducting development programmes as well as for the preparation of National Teams.
ACTIVE RECREATION FOR ADULTS (A.R.A.)
This Programme is geared to providing recreation and organic fitness for adults. Through a partnership approach involving the Ministry of Sport and Youth Affairs, national Sporting Organizations, Non-Governmental Agencies, Regional Corporations and the Private Sector, programmes will be offered to meet the needs of the national community.
SPORTS FESTIVAL
The Sport Festival Programme aims at mobilizing the nation's youth into constructive community oriented sporting activities as a means of promoting community spirit and wholesome and healthy attitudes to living. Sports Festival will be conducted throughout the year at a district level at selected venues. A grand National Youth /Sport Festival will climax the Festival programme annually.
SPECIAL PROJECTS
The following Programmes are conducted at selected venues on an annual basis: -
- SPORT TRAINING ENHANCEMENT PROGRAMME (S.T.E.P.)
All Clubs/Groups/Associations are urged to register with the Ministry of Sport and Youth Affairs and be part of the new thrust for Sport.
