THE CODE FOR ALERTING TO EMERGENCIES SHALL BE:
Code 1
- Emergency not requiring evacuation
Code
2 - Emergency requiring partial evacuation
Code
3 – Emergency requiring total evacuation
The Command / Communication Centre, upon being notified of an emergency requiring the attention of the Command Team, shall immediately announce via the house public address as follows:
"
Your attention please, Code 1, 2, or 3 in progress".
- This will facilitate the response of the Field Personnel and Command Team personnel who may not be at the Command Centre.
- Persons concerned can then contact the Command Centre via radio to ascertain the nature of the emergency, the location where the emergency has occurred and the appropriate Lead Agency to handle.
- Upon completion of the action, a report is transmitted to the Command Centre for recording.
- In the event that the emergency is a Code 2 or Code 3, the following steps should be taken:
- Send alert message to appropriate field command i.e. "Your attention please, Code 2 or Code 3 in progress".
- Alert Senior Command of Leading Agency for initiation of action. Such incidents can include –
Dangerous overcrowding – Fire Service / Police.
Structural failure of stand – Fire Service / Police.
Fire – Fire Service / Police.
Bomb Warning – Fire Service / Police / Defence Force
Earthquake – Fire Service / Police / Defence Force / NEMA
Riot – Police / Security / Fire Service
- Alert emergency treatment centres as appropriate.
- Alert Fire Service Head Quarters, Police Head Quarters GEB and Defence Force for additional resources as appropriate.
- Alert Security / gate control to allow for access / egress of patrons, emergency equipment etc.
- Command Team will liaise with Field Command up to termination and stand down.
- In the event of Code 2 and 3 patrons must be guided in the action expected in order to minimize panic and possible injury or even death.
GENERAL COMMENT
It is appropriate that in the prelude to any event and at intervals during the proceedings, patrons are advised of the existence of an emergency plan in Operations. This gives the opportunity for alertness and an invitation to develop confidence and encourage cooperation. This can also be aired in the media.
COMMAND CENTRE
The area identified for the Command Centre is the Communications Control Centre at the North of the Grand Stand.
A similar location is to be identified in the South.
